It just isnt completely supported for windows 7 as singed as I know, not sure if they updated it yet though it still works.
Turn off User Account Control. Man I get that error all the time with 64 bit windows 7 and it still works for me. Now follow the workarounds one at a time and check if any of them helps in overclocking your video card.
